If your campaign is set up to include stores it automatically associates the stores tied with your region. If your campaign is online only, no stores will appear for the offer.
On the 'setup' tab within a campaign, scroll to participating stores.
Deselect the stores you want to exclude from the offer.
Click 'save changes'.
